The main authority for solar photovoltaic systems in Sarawak is
Sarawak Energy, which handles customer applications, grid connection, and the Net Energy Metering (NEM) scheme. The Electrical Inspectorate Unit (EIU) under the Ministry of Utility and Telecommunication is responsible for licensing and ensuring safety standards by certifying installers. For policy and large-scale initiatives, the Ministry of Energy and Environmental Sustainability (MEESty) also plays a key role.
Key authorities and their roles
Sarawak Energy: The primary authority for connecting to the grid and managing the Net Energy Metering (NEM) scheme. They handle customer applications and set requirements for system capacity, installation locations, and grid connection.
Electrical Inspectorate Unit (EIU): This unit, within the Ministry of Utility and Telecommunication Sarawak, is responsible for the licensing and registration of installations to ensure safety and quality. All installers must be certified by the EIU.
Ministry of Energy and Environmental Sustainability (MEESty): This ministry sets the overall policy for renewable energy development in the state, with leadership from the Minister.
SEDA Malaysia: While a national body, SEDA Malaysia serves as a link to federal policies and initiatives and provides information through its portal.
Important considerations
Installation certification: To ensure quality and safety, all solar PV system installations must be carried out by installers certified by the EIU.
Application process: For the NEM scheme, applications are submitted to Sarawak Energy's customer service counter, on behalf of the customer.
Capacity limits: A system's capacity can't exceed 75% of the customer's average consumption over the past 12 months. For larger systems, approval from the Director of Electricity Supply, Sarawak (via Sarawak Energy) is required.
